Cobalt Blue, Forged Silver and Orchid White are new colors on MY13 models.

I've had a Forged Silver Lux for a couple of weeks now.

The only 2012 blue I saw was like a baby / pale blue colour. If you are thinking of the dark blue like the Ford blue then this colour has been discontinued.

No. Cobalt Blue Pearl has returned for the MY2013. The light pale blue was a flop. The Honda website still hasn't been updated.

So is the Accord Euro with a build date of Feb 2012 that's sitting in my driveway considered to be a MY2013 or MY2012?

Yes. The model years for Euro in Australia commences in May. The CU2 was first released in 2008 so it was an MY2009. They have a 5 year model life so MY2014 to be released in Australia in May 2013 should be a completely new car...
