Ek1 Civic - temperature gauge always stuck at low?

Would anyone know why the temperature gauge on my EK1 Civic is always stuck at low even when i have been driving for 30minutes?

Change thermostat

First thing id do is check that the engine coolant temperature sensor is connected and wiring is not damaged. It's just in front of the upper radiator hose on the head.

when you idle, the temp will go up.
