Fuse Cover

Should there be a cover so these fuses aren't exposed? Before u all start with the smart comments. My car was recently broken into and the driver seat was moved back, so I have now only noticed this these fuses. I've searched the net for ages but can't find any pictures so i can tell.

I've got the base model DC5 and mine doesn't have a cover there either if that helps
