it would be the same as polishing any other matillaic part. u'll prolly need a rotational buffer and a few grades of polish...

sandpaper or electric sander, water and polish.

basically get various levels of grit sandpaper(from about 500 to 1000) start with the lower number and sand with water for about an hour(by hand). Then move to the next higher number until u reach 1000. by then your valve cover will be pretty smooth. clean then polish :)
easy.

You will have to source yourself to styles of rotational mops that are attached to your bench grinder, you will need a stiched mop and a calico mop, you will also need 2 types of cutters, fast cut and your polishing cutters for aluminium. You can get all this rubbish from bunnings and it will set you back about 70 odd dollars. You will first have to rub out all the crap on the surface of your rocker cover till smooth with 240 grit sand paper in a circular fashion. Then attack it with the stiched mop and fast cutters till all scratches are gone. Then attack it with the calico mop and polishing cutters till its nice and shinny.

Wet and dry sandpaper 800 to 1200 grind using alcohol as the wet and you can get it close to a mirror finish

I do it with PC parts to get better heat transfer for overlocking :p

All depends how much time you want to spend on it and how polished you want it to look

if your starting with a standard painted rocker cover the best way to remove the paint without even scratching the rocker cover is to use paint stripper
like an industrial or automotive grade
like $12 from auto shops

take off the cover first put it on the ground removing the rubber gasket as the stripper will eat this also
paint the paint stripper on with a fat brush and dab heaps on thickly leave it for about 15 to 20 mins and simply use a pressure washer to wash it off it will take 99% of the paint off then simply do it again to the areas which needed more stripper leaving the aluminium clean and paint free then you simply have to polish it with a buffing wheel a lambs wool one is best for a mirror finish with some metal polish like autosol or brasso

NOTE!
park the car away from where you are going to be using paint stripper as even the slightest bits can stain the paint/ plastics

hope this helps :)
