will a vss on its way out cause cruise control to not function?

when i bought my accord , few mornings when it is cold, the speedo would not work for few km's or till the car heated up...then the problem went away for few months..just the other day it happened again so i pulled out the connection from vss and put it back..now its working but thinking it might be better for me to change it..anyway will a bad vss cause cruise control to not function..cruise control has not worked on the car since i bought it..fixed 3rd brake lights, checked fuses ...all are good..when i turn cruise control on , lights in cluster come on but im not able to actuate it for some reason..

You've pretty much hit the nail on the head anyway, I would take a look at replacing the VSS and seeing if the problem persists.
I understand how you feel though, if I lost my cruise control, I'd be pissed. It's an awesome feature to have in the CD5s!
