Hey guys I just searched up this EP3R on the PPSR (Person Property Securities Register) and it appears that the VIN belongs to a BLACK CR-Z, not EP3.

Although the VIN is 6U90000EP31001878

http://www.carsales.com.au/private/details/honda-civic-2002-14179300?base=1216&vertical=Car&cr=4&eapi=2&__N=903%201216%201246%201252%201247%201282&num=15&silo=Stock&items=%5bMake%3aHONDA%2cModel%3aCIVIC%2cBaseEnable dBadge%3aTYPE%20R%2cSeries%3aEP3%5d&sort=default

That's the car.

Is this normal?

it's an ep3 it has the chassis code with the 'new' vin number of an imported car

the vin is an entirely new vin by vicroads and the 6U denotes that it's an import and the chassis code is within the new vin
