I have searched many forums and i am a pretty mechanically inclined person, this is my first experience troubleshooting a honda though.

ENGINE: D16Z6 swapped into OBD0 racecar using OBD0-OBD1 Jumper. chassis harness has been well modified to eliminate useless wires, but I am an electrician and am 99.9% confident in my wiring. Engine harness is intact all sensor wires trace back to ECU pins accurately. i have continuity checked all wires to ensure this.

P28 ECU

SYMPTOM: No VTEC when I believe it should be VTEC ~5000 RPM

TROUBLESHOOTING STEPS TAKEN:
THE GOOD
Oil Pressure - GOOD - 60+ PSI.
Water Temp - GOOD - 180 deg.
Speed sensor - GOOD - putting out increasing frequency as accelerating. roughly 40Hz at 60Km/h.
12v test VTEC solenoid - GOOD - clicks when 12v applied.

THE BAD
PIN A4 on ECU No 12v output when ecu should be calling VTEC

are there any other criteria the ecu is looking for in order to fire the solenoid?

If no CEL, do mechanical tests

did you test the VSS at the ECU pin ?

Or maybe you lost motion assembly failed

Broke mine on my old D16Y1 = No VTec

sounds like a permissive is not being met for the vtec to engage. Possible oil pressure switch ( faulty switch or genunine low pressure at the solenoid) or maybe even a TPS issue
