FD Exhaust tip question

Just picked up the pair of exhaust tips for my 2010 FD Civic... not sure how to go about installing these. Well it came with instructions and the concept is simple... put it over and install a bolt. However, how do I know when to stop turning the bolt?
Do I just stop turning when it touches the actual exhaust itself or do I have to turn the bolt all the way to the end of the threads?
It says to tighten to 1KG of force but I don't have a torque wrench. :(

Tighten til when you tug on the tip that it doesn't move at all.

No need to go down all the thread. Exhaust heats up and makes the grip stronger in any case

Tighten it until it stops, if you use too much pressue you'll end up dimpling your actual exhaust, so just tighten it until you feel its secured, test it by trying to move it with your hands.
