Im looking at buying this clutch + flywheel combo DC2R:

But it says import charges may apply...has anyone purchased a clutch off ebay internationally and know what these charges are and how much they are if applied?

Yea you are right, just googled this website http://www.customs.gov.au/site/page5549.asp which states:



If a parcel, i.e. one consignment addressed to you contains goods or other packages that were imported for other people (such as your friends or relatives) and the parcel has a declared or assessed value exceeding A$1000 you will need to lodge an import declaration and pay the duty, taxes and charges. Customs law does not permit a parcel to be split or broken down into separate packages for assessment, even if those other packages were imported for other people.

This is not correct


Customs works on the TOTAL cost of the item including shipping... So be careful guys ! AND they under value the Aussie dollar to get more money out of you ( just like paypal does)




As an example I purchased stuff worth $800 AU from the uk - at around 0.6 to $1 au - I got a notice from customs stating I owed them as duty was on $1200 AU. (Item plus shipping plus the extra thru exchange rate loss of 0.5 to $1 au)

Customs = dogs

As I said above

Work out the total value and make sure it's well below $1000 au before importing anything. Otherwise it may work out the same or worse than buying locally.

I can't remember exactly - but th charges were duty % on the cost , then a security charge , then a minimum customs charge. It was about $180 or so....when in my mind it shouldn't of cost anything,

So , work out your total beforehand :0)

Customs work pretty much as bennjamin says . But they also have different % rates according to what product it is . It is a different charge for exhausts than what it might be on engine mounts or clutch kits .

But I can supply to you Clutch Masters clutch kit . Clutch Masters is the leader in the US of clutch kits and holds all the records in the drags and won also Formula drift ( a lot of cars in Formula Drift use them) .
The Driveshaft Shop drag car uses them (The first Kseries N/A to hit 9 sec)
The SuperTech Drag car uses them and many more .

The customs website does not say postage included in the $1000 limit. Multiple times it states simply 'goods' http://www.customs.gov.au/site/importingGoodsByPostFaq.asp

It does however state that if the value of the goods is over $1000 then the postage and handling is factored into the GST.

Surely you could also provide a print out from your online banking or a receipt to show the conversion rate as well if it was that close to the $1000 that a deflated conversion rate pushed you over according to customs?

mooshie - you are informed as to am I. I took some time to work out the rates , and I asked customs and UPS exactly what the charges were. Customs charges duty differently also if an item isn't sold locally ( local equivalent ) so perhaps that influenced the higher charge. Customs also does charge a lesser rate on the Aussie dollar just like paypal does- this is automatically a % more cash in their pocket.
And , I confirmed with UPS and customs that the "handling" cost is included in the goods value. This means shipping unfortunately.
I'm not sure if you can contest it - but in my case I needed the stuff delivered pronto so I bent over and paid the extra $$$





Anyway this isn't relevant to the OP :0)

lugs nuts worth abt $950, shipping was around $200.

i called them up to ask why its been withheld and they said sorry was a mix up. import charges is based on item value alone, not including shipment cost.

if purchased outside australia, item value is calculated based on customs forex source on purchase date or shipment date cant remember

My shipping charge was on the invoice - that (as the company tells me ) is included in the calculated duty and taxes. If this helps -


Calculating Duty and Taxes

Duty, GST and other taxes are calculated and payable when you make an import declaration for goods that have a value above A$1000 or if you import alcohol and/or tobacco products. When your import declaration is processed, Customs and Border Protection will provide you with a payment advice. The payment advice will show all amounts payable to Customs and Border Protection relating to your imported goods.
If you use the services of a licensed customs broker for your imported goods, all Customs and Border Protection liabilities incurred are electronically forwarded to your broker.
When goods that you import are valued at more than A$1000, or include tobacco, tobacco products and/or alcohol of any value, a Customs value is used as the basis for calculating the amount of any duty and/or GST and other taxes payable.
Duty is determined on the Customs value of the goods. The Customs value of the goods is usually the amount you paid for your goods, converted to Australian currency. The exchange rate that is used is the rate applied on the day the goods were posted or exported.
GST is paid on the Value of the Taxable Importation (VoTI).
The VoTI is the sum of:


the Customs value (Cval)
transport and insurance cost (or postage and insurance) (T&I)
any duty payable, plus
WET (if applicable).

If I remember correctly, the $1000 limit is not including your shipping charge. But if you exceed $1000, then tax/duty will be calculated based on the cost of the item + the cost of the shipping charge.

$950 item + $200 shipping = No duty/tax

For a $1000 item with $200 shipping and assuming 5% duty:
Duty = $1000 * 5% = $50
Cost of item + duty + shipping = $1000 + 50 + 200 = $1250
GST = $1250 * 10% = $125

Total amount of tax payable to customs = duty + GST = $50 + 125 = $175

This does not include the custom clearance fee which is an additional $40.20
