Civic Eg4 Engine swap, with no engineer cert.

Hey guys, just need a list of engines that I can put into my 94 Civic, Currently have D15b:( but looking at a B18c, but I think I need a engineers Certificate for Vicroads?

new gearbox and clutch to suit.

Bottom line my question is can i put the b18c in without going to engineers and Vicroads?
