Spoon style mirrors question

Hi guys, just a question for anyone for has purchased spoon style mirrors.
I'm thinking of purchasing a set of these.

They don't appear to have the pivot mechanism in them, and I really don't want to go backwards and not have mirrors that are adjustable from inside the car.
Is it possible to install the pivot mechanism into these? Has anyone done it?
Might be a stupid question, but I've decided to ask here anyway.

Mirrors need to be able to be adjusted from inside the car... Pretty sure all states share this rule.

JDMYard as NA-tastic said have the electric and non electric...

Or go baller and get the real Spoon ones from Gaijin Garage (elec adjustment)!!!
