Paint damage?

How bad is this damage?

Can I sand and polish or do I need a repaint?

That's sand back lightly, and re-clear territory.
Peeling clear can't be fixed with polish afaik.
I'd be ripping the bonnet off, and giving a respray a crack.

polish or sand through the clear and then re clear coat. so it will be a respray but probs wont need colour coat
