Change the brake proportioner to a 4 disc model such as ek4 or dc2
Then full brake bleed again

When it does react how well does it stop ?
Jack the whole car up on stands. Get someone to depress the pedal gently hold it there and feel the resistance of the front and rear wheels.
This will give you an idea of the brake bias. Seeing as you have converted from drums to disc at the rears and swapped for crv brake booster and m/c the prop valve as Ben has said is likely to be the cause.
The original ek prop valve is setup to work with the oem brake setup.
Your setup must have been done by some other honda fan before. Find out what prop valve they are using and start from there.
