Anyone know what could cause the rpm gauge on the cluster to move slow ? Is it fixable ?

a lack of horsepower.

most likely if the cluster has been out of the car before it has been damaged and now the needle reads lagged
but how do you know the engine is revving faster than what the tach says because the tach gets the same signal as the ECU

If you pull the cluster apart and take out the rpm cluster out you will see 2 tiny flathead screws that adjust the variablr resistors on the gauge itself. Turn them till it reads the same as a tacho or apexi unit or whatever you use to get a signal off the ecu

So it's because its been sitting out of a car for too long ? because it was fine before it was taken out then the rpm was slow after it was put back in after a while
