My friend "DJFILO" who is a member here is able to post something in for sale trade section, and he is barely active nor posting anything. It also says that he has unknown quality point. That's what is confusing me.

been registered for at least 90 days - which you have been

AND

have at least 1 Post Quality point - which you don't have due to not contributing to the forum.

You need to contribute to the forum in a positive and helpful manner to receive something in return, its not a one way street, you can't just "hit and run".

My friend DJFILO has not "contributed" from what I can see anyway and yet he has a PQP.
