Speed Sensor signal low

I have a Y80 trans from a 94-95 Integra and the reading from the speed sensor is 2.5mV to 100mV when it should be pulsating from 0V-5V.
Can these be repaired? Or do they have to be replaced?

Use another unit from a 92-00 civic or integra
You can pull the shaft out of yours and re use it on the above mentioned
