NO NO NO NO NO... .to elaborate mate, to swap the front bumpers from 96-98 to 99-00 you u need to change the following parts

1. the headlights
2. the bonnet
3. shave ur front side panels

the answer to this is no... can't put a facelift model ek civic front bumper on pre-facelift model.
