DIY rear lip for 98 EK1

Hi, just wondering if anyone here DIY(install) an OEM rear lip for a 98 EK1 sedan before? There are brackets on the lip and when I try it on my bumper, it seems like I have to drill holes on my bumper? :confused: I honestly don't think Honda would design something like that... any help is appreciated....
