What is this and do the post 96 OBD2 ECUs have it ?

Most late model ECU's have a Data Logging Port. When you have your car serviced at the factory, Honda can plug into your ECU and view error codes plus various other things the ECU can control. I believe they can even change some settings.
Ford Turbo XR6 owners are up in a stink at the moment, cause when they are being serviced by Ford, they are being 're-tuned' just by plugging them into their Data Port.

OBD2 ECU readers are pretty cheap on Ebay, I picked one up for $35 including frieght!

all ECU's generally have a serial datalog port.
Honda ECU's have historically done this via the usual 5pin CN2 connectors. (GND,RX,5v,TX,spare)

Hondas OBD2 ECU's including the K-series ECU's still have this format.
The problem with actually obtaining anything useful from this port. To do so, you need to read the serial communications routine in the MCU which actually runs the ECU.

Honda ECU's are 9600 baud.
As a side note...I can make OBD1 & some OBD2 honda diagnostic tools which read the engine parameters and display them onto a Palm Pilot.

The Honda diagnostic tools connect to the service connector, and generally receive information this way.
Is there any patricular reason you ask this question, perhaps I can help as this is a topic I a am passionate about.

all OBD1 and OBDIIa Hondas have the three pin DLC ( data link connector ) that honda use to plug in the old PGMFI tester or the new HDC or what ever its called that they use to log data from the ecu. later OBDII ( b ) cars have the standard OBDII port.

you can get some funky plug in scan tools.

its read only.

all OBD1 & most OBD2 (pre K series) were either eprom or one time programmable flash which means no changes can be made.

The ECU's were made this way by design.

I think what he meant was that PDA stands for Personal Digital Assistant.

I meant would it run on an Ipaq running PPC2003?

IF you have a PM7 chip u can make it re-programmable by removing the original and making a base copy onto pc... and then reprogram it onto an eeprom right?? and by having it on the eeprom u can edit the data... am i right??
in an 88 CRX gen 2 d16a8 it's got PM7 don't it?

can u make it work on anything else?
or is there something in a palm OS that it needs?

when it was developed, PalmOS was the most common platform.

Its not a high priority to port it across to anything else.
PalmOS & Pilots are real cheap these days.

If you weren't so lazy, you would check your own car and find the answer for yourself.

... yes it should be a PM7
