know of 1 that runs 13.5, all motor high lift cams, crower 404s, high comp.
but not many ppl here in aus mod nonvtecs.

financially it's more sensible to turbo a 'non vtec' than go the NA road if ur chasing 13's...

i've never seen non vtec < 14 around here...

my 13.6 was done without droppin the clutch, it was jst a norm take off as if from lights.
still had me nankeng tyres and 18s, and 2subs in the back too LOL

sooo expensive to mod a gsi NA to make such small gains...

hahahha.
i think it be awsome doing 13s in a nonvtec 1.8.
gearing would be the key.
im hunting round for a typeR box should drop me into high 14s easy.
best time so far is 15.2 with very light mods.
and not very good launches from the single wheel spinner

honestly man, its not worth modding a GSI NA to try and get 13s.
the money u put into that could probably giv u the QUICKEST GSI turbo in aust and put u in the 11, low 12s category.

You gotta spend about $15+k more to get into 13s :)

do it if you want to, although IMO with the money your likely on spending to reach your goal you may aswell just sell up and get a type R, that way you will be starting off with a better base to begin with.

a good setup will get me there.
ive had a few ppl come to ask me whats under my bonnet aswell when ive been to drags.
they are amazed to see a gsi run low 15s with just exhaust and CAI.
as it is a good run will get me 14.9, traction was a mayor issue last time i went to drags.
