maybe he/she is not allowed to give bad rep points ? are there any restrictions against users ? which users are allowed to give bad/good rep points ?

You can give repoints, but it won't count if you have under 50 points. But the points still get listed in your UserCP.

And the report bad post button is there for everyone, except under your own name because you can't report your own post as being bad. Hmmmm.....
