installying airbag steering wheel

I want to install my new CTR steering wheel but the current steering wheel is a momo one without an airbag. I've got a 99 civic that is supposed to have an airbag but i think the old airbag went off and the old owner replaced it with an airbagless version. I asked a mechanic down the road if they can install it and they said its virtually impossible for them to do it. Is this true and should i just take it to honda?

When you baught the car, how did the previous owner get a Road Worthy? coz if you change from standard airbag to non air bar streeting wheel you cant get road worthy.
