which motor??
assuming its the H22 there will be a mark on the pulley and a mark on the block..with your pin inserted spin the shaft until the pin drops into its slot..which will line up your 2 marks and lock the shaft from spinning..dont remove the pin until the belt has tension.
I have the pictures somewhere in my honda manual's..see if i can dig them up for you.

Lining up the Intake side balance shaft on the H23/H22A are the same, and yes after you remove the 12mm service bolt that has the crush washer insert your bolt long enough to lock the balance shaft (6 x 100) mm Bolt. On the pulley there is a trianglar cut out on the pulley it self it should line up with a mark on the block in the 4 o'clock position.

On the Exhaust side balance shaft its fairly straight forward, the marking on the pulley should be at 9 o'clock

This should be more of a simpler task, if you have a H22A you probably have more a trouble when you go to push the tensioner pin down on the auto tensioner if you don't have the tool. If its a H23A then you shouldnt have any problems installing your belt as it uses a manual spring loaded tension mechanism.
