Mysterious pipe on VTi Catch Can

Hiya fellaz...I'm having yet again more problems with my VTi Hatchy.
I've recently discovered a mysterious pipe hanging off of my (what i presume to be) oil catch can. If you look at it from the top, its three pipes attatched to a black cannister.

Counting down from the top, the first is plugged in, the second is in as well...but the third is hanging there.

Not a catch can but your Evapourative Emission Purge Canister...

There should be one attached to your inlet manifold above the throttle body, another attached to a metal pipe that comes from your fuel tank and another that connects under the TB somewhere...
