can someone please explain exactly what these two items do. and how they would benifit my car.

Fan Switch - Bascially the thermo fan switch activates the radiator fan switch at a certain temperature to keep your car cool right? Well an aftermarket thermo fan switch will activate the radiator fan switch at a lower temperature than the factory's fan switch which increases the cooling efficiency of your ride.

low temp thermostat just opens at a lower temp. not advisable for mildly modified cars. won't really do much harm but engine will run colder than normal... may run in closed loop and give crappy fuel econ.

however, very high CR or turbo cars can benefit from this in combination with a higher pressure radiator cap. a high pressure rad cap inceraes boiling point therefore keeping the car cooler.... technically....
^^^strongly advise against this unless all coolant lines in the system have been upgraded to multi-ply silicone.
