I/H/E

intake, headers, and exhaust.

allows the car to breath more freely, hence increase power.

i/h/e are usually the most basic engine/exhaust mods which, as q_ball said, "allows the engine to breath more freely blah blah"

ITB's sometimes are called trumpets or quad throttle bodies aslo (quad as in 4 on 4 cylinders). It is a basically a throttle body for each cylinder rather than one throttle body for the whole engine. It boosts performance and sounds damn mean!

Illegal to use on the street though.. i think you can get them engineered if they are somehow covered though??? not 100%

And as others said I/H/E basically means that the car has a SRI/CAI (Short ram intake/cold air intake). Headers (aka, extractors/exhaust manifold) and a full exhaust system.

ITBs are not illegal unless you have them exposed in the engine bay. You are supposed to have an airbox enclosure around the throttle bodies and leads to an air filter. But it still has to be engineered if ITBs were not stock on your car.

Do I/H/E actually do that much? Like killowats wise? Sorry to ask in your thread but didn't think it was worth starting a new one!

Yes, but it depends on what car. Ie on Holdens and the like they can net 20-30kw's.
