Are they really that bad on a 2006 civic?

St George Tyres includes them with their cheap tyre packages... but then a quick google found quite a few people saying they were horrible and lacked grip.

How much do you guys reckon it would cost for me to get slightly better and decent tyres in the 17" 225/45 range?
