Im not a paint expert, but I would imagine you need to roughen the chrome first by lightly sanding it with very fine sand paper, then use some primer to prepare the surface for painting, then paint it using an automotive spray paint that can withstand the elements (weather etc..).

Or if you dont want to dodge up the chrome, buy some Vinyl wrap on eBay and wrap it around the chrome. I did it to the middle bar of my 06 grill, pics here: http://www.ozhonda.com/forum/showthread.php?t=48630&highlight=black+euro

I know someone who took off his 04 grill and had the paint shop match the body colour and sprayed the chrome bits.

Nope, the paint did not come off after 1+ years. They do have to remove the chrome before spraying. Here's a pic from the March meet.
