on the civic 99 does it have output for sub and amps or do i have to buy a new cd head deck

There are no outputs for a sub. You can connect amps by using LOC's (line out converter) but personally i'd suggest getting an aftermarket head unit, it'll provide all the connections and sound much better than the factory unit.
