What Civic year/model do you have?
When was the last time you flushed the coolant?
Have you ever refilled the coolant with water?
Can you see any cracks in the Coolant Reservoir?

The previous owner could have put too much tap water in there, which is not good because the coolant needs to be at the correct coolant->water ratio so it doesnt boil and cause rust etc..
Get the coolant flushed and replace the coolant with new stuff. You can buy Honda Coolant at the SpareParts section at Honda Dealers.
Here is a DIY for a Coolant change if you arent afraid to do it yourself and save some money:

Alright thanks, but in terms of engine damage or watever, is it ok to drive to a mechanic and get it checked/serviced?

As long as you have enough water in there, it's fine. If the level is low, top it up with more water, but only do so when the engine is cool. After that, get it to the mech and have the coolant changed ASAP with proper honda coolant.

thats the overflow working
usually when the coolant gets too hot the rad cap allows the coolant to go to the over flow bottle..
but when it cools down it may let the coolant go back into the radiator..
