check that your brake lights work
some wierd reason they are connected and if one doesn't work the other won't work either

happened to me in my eg

if its the case then yeh its just a simple fuse

When you take your wheel off, there should be a little metal tab, pull it a little bit forward. The tab touches a metal ring on the wheel that creates the circuit to your horn.

^what he said, and also, may sound dumb but, did you connect the wire to the new button??? i know it happened to be b4 and i had to pull the whole thing off again.

And when everything else fails, use the finger :p

Doubt it. You've done something when isntalling your steering.
Behind your new wheel you should see a flat metal ring. Line it up to see where the ring touches. As I said, there is a Tab. Lift it up to ensure it touches your wheel when you put it on.

Didn't you get instructions?
