hmmm since you are in melbourne it wouldnt cost too much to do a s100 hondata tuned by james as he is located in melbourne too,.... i think that would suit your budget

Tunning your setup will eat over half your budget and you haven't even got your Ecu yet.

Motec costs normally for a basic bottom end Programmable ECU is like 2000 supply only. <-- way off your budget but they are excellent ECU's.
Microtech is fine, basic LT8 models i think is about 6-800 supply + fit + tune. ther is also WOLF3D plug and play ECU's but they start from 1300.
why dont you try a piggyback progammable ECU's like Haltec, Unichip, GReddy E-Manage, etc.
Honestly dude, for $1000 budget, that would only get you the ECU supply then fitting is approx 2-300, then tuning of 3-5hrs worth is 350-800. it aint gunna cut it, your best bet would be Hondata S100 or piggyback system.
Just shop around on the forums, as you may pick them up second hand cheap to some fella demodding their beasts!! due to defects or accidents.
Good luck champ!

what about apexi power fc, without a handheld control

power fc will set up back about a K
u have a unrealistic budget.
save up more. 2nd hand power fc ecu will be around 600-700 bucks and a initial tune can cost up to 1K if u want it done right.
in the end u get what u pay for

i
why do people skimp so much on the ECU and tuning, when screwing that up will cost you the most?!
Word to that !!!
Thats why in my case im saving up for the real shiett.. proper ECU, tuning & fitting.
so no mucking around in the end ..and yes u will be satisfied of the hard labour from work/pension etc.. and the time it took to save up the dosh!

you can always go crome or uberdata. but thats if you are willing to take a risk as it can be a bit buggy. As yet i havent had any trouble with crome.
I think thats the best you can get for $1000 parts and tune. unless you go for hondata as previously mentioned.
go andy, go andy, go andy, go andy!

just get a hondata s100 and tell dyno dave or adrian to tune it
should cost about 1k or so,, maybe abit less if you can come up with a p28 or p72 replacement ecu.
