If i buy a new civic vti, can I just add on as an option (official Honda Xenon lights)? If i can.. how much would i be looking at paying? Or do i have to do aftermarket sort of thing?

You need to buy aftermarket ones (roughly $500). Use projectors so you dont blind everyone. You also need washers and auto-levelers.

But remember its illegal to fit HID's to a non-HID car.
If the HID's cause an accident or burst into fire, insurance wont cover you.

are you sure about the insurance part? Because they told me if I wanted to add it to my policy as a "mod" I could...?

No, insurance wont cover aftermarket HID's because they are illegal.

You can add legal mods such as new Rims and Bodykit to the insurance policy.
