Removing a Interior Panel in Eg8 Civic

Hey Guys, I need a little bit of help.

I'm in the process of spraying some of my interior panels and basically im having trouble removing the panel that goes around the steering wheel and also around the air con and CD player panel. Here is a picture of the panel im talking about to give yous a idea of what i mean.

I have got under the dash and it looks like there is a few screws holding the top half of the panel in place it looks like the bottom has no screws in it ( This is coming in from behind the panel that i want to spray)

I have seen this panel sprayed in alot of Eg8 Civics and was just wondering if anyone knows the easiest way to remove this panel.

Cheers for that, thats for the 99 model civic, the interiors are a tad different, is there is a similar one like that for the 93 civic at all? sorry it was my bad i did not include the year of my car in my first post.
