get the eeprom chip from the states with a copy of the spoon tune. has a rev limit of 9k.
look on ebay.. it's like US$28.
if you don't feel like trusting, get the equivalent chip and get someone here who uses crome/uberdata/etc to dump a factory tune on there minus rev limit

There's really no point unless you are going to do some internal work!
The maximum power is usually reached before the redline in a stock motor anyway, meaning if you raise the redline, you are just going to do pointless damage to your engine!
Gizzmo will do a chip though which will raise ur redline to a sensible level.
Speak to anyone in an Autobarn, they should have the contact there and a catalogue!

change valve springs to prevent float?
need internal parts to be upgraded to raise it reliably
OR...
grab a F20C and shove it under the bonnet...

why do you want a 9k redline ?
Just get a CTR or ITR cluster , so it looks like you can rev to 9k.

:P cause I wanna know if 4k of vtec is achievable without setting the vtec at 3k rms haha
so if i were to get the chips what would the major internal work would include? new valves? cams?

for internal work if u wanna go hardcore to get ur car reving at 9k+ you should get high compession or forged pistons depending on ur application of driving cam gears, cam shafts, valve springs con rods and a stroker crank shaft and to make it all work an aftermarket ecu with a good tune

^yep
and since ur doin all that
u may as well do the rest of the I/H/E work
with all the right internal work, a good intake, good work on the exhaust sytem and a good tune
u can bring ur redline up to 9k, and u can gain quite a bit of power in the process
but its gona be expensive...

i got a b18 nonvtec with stage 2 crower cams+cam gears+ retainers+valve springs and that installed was approx 2.5k, then i got a fully programmable ecu (i for AEM EMS) which cost 2k installed, my rev cut is now at 7.6 instead of 6.5ish
was it worth it? prob not...heh o well
