I just noticed that you can actually see right through the wheel arc into the engine bay and through the other side on the DC5s'...I've called Honda to verify this and they said "YES! it comes from the factory like that" He did not give me an explanation as to why it's designed like that though.

IMO...I think it's weird, anyone noticed this? Or tried to find out why it's like that? There should be a plastic to protect rocks or stones from gettin' in the engine bay right? Maybe I'm paranoid

Your steering arm goes through this hole...
It needs to be big to accomadate bump / rebound travel of the suspension, to which the steering arm / tie rod is attached.

does it help with brake cooling (ducts) at all?

Thanx Toda...

It does make sense cause the arm is rather big and there is no way something could be fitted unless is was "cut" according to the shape which accomadates the arm......

It also helps in the cooling of the engine i would think as that gap allows are large space for hot air to escape out of the engine bay as cool air enters from the front of the car. But yeh main reason is for the steering arm as toda stated.

some aftermarket intakes draws air from that region
whenever you get the change when your car is hot, pop the hood and stick your hand in the top right hand side...behind the stock air box
that place is cooler....due to the opening

but...according to the most recent BMI: Vtec Club dvd, that area can be strengthened so hence JUN tuning company has put a custom made aluminium bracket and welded it in that opening of their DC5R..making the hole slightly smaller....(about 1.5 inches)

when you see the dvd you will know what i mean...
