Not really

Replacement wheel must be of the same size as of that originally fitted to vehicle
Must have airbag if the old one did, must not if the old one did not
Must not be made of wood
Must have soft padding

Answer your questions?

Depends on the cop?
After all they are all human, one might pick up on it another might not

You will probably get a formal warning and be on your way until you get home, then you'll probably only be allowed to drive it for repairs, rwc and clearance

I doubt that they would tow it, unless you're a ****

As Drew sort of suggested there are two issues:
1. Legality of the steering wheel
2. Deployment of the airbag

It is illegal to replace a wheel with an airbag to one that doesnt have one (there are other issues here as well - see Drew's comments etc).

As regards to deployment, from what I have read there are at least two types of airbag designs, a one and a two stage airbag. You cant put a two stage airbag on a one stage setup and vice versa. That being said there are steering wheels that should be a straight fit onto your car such a civic type r wheel or an s2000 wheel.

Honda would sell it but would be at a ridicules price... ur best bet would 2 ring up a Honda garage and ask 2 speak 2 head mechanic or woteva and ask if another Honda steering (with airbag) will fit/work with ur car...

good luck mate... hope the info has helped :)
