as M3nTAL_12 said, you can't use the rear mud flap after the lip is on.

most people will leave it off.

you choose one or the other. mudflap = no lip
lip = no mudflap

Is it easy to install rear lips?
I'm planning on getting an OEM one for mine. Is it a matter of a few bolts?

Are they supposed to come with anything for installation?

depends on what lip you're getting.
the OEM JDM honda Access. they come with manual and template on where to drill and bolt the bolts on. the bolts,nuts and washers come with the lip.
Installation not hard.

I guess aftermarket lip will also come with bolts, but I'm not sure
