get a swtich. LOL
Hook up positive to red near ignition, and ground to bare metal on your chassis.

Don't even try then. - looking close, there isn't a transformer. Unlikely that the LED's = 12v.

i need it light up with the headlight, and i gonna put it under the dash
well now what you need is
to run the red wire to the headligh wire in the fuse box .. or the light wire from the headunit or anything that lights up when you turn on the headlight but from what you said don't sounds like you wants to try ..
My Advice Pay someone

i think all you need is the right resister. my bonnet LEDs go direct to 12v circuit with one inline resister. if this is a car kit, it's probably ready to install

Do as much as possible like the mounting and running the wires to the correct position and just get them to do the connecting of the wires.Cause it's a time thing, like $60/hr or something ridiculous.
Make sure they know you've done as much as possible so they know your on a tight budget and looking for the cheapest price. And hang out when he does it so you know it took him an hour or 10 mins so he will not overcharge you.

Grab a volt meter. Locate your fuse box in the cabin, red to bare metal and start sticking the black into the fuse slots. if you want constant power to be able to turn the neon on or off without having to turn the car on then keep on the lookout for a reading of 12.
