I thought to take a turbo out you'have to; take turbo out, change manifold, hange ecu..and anything else? then labour cost ontop of that. If i'm wrong on this correct me!

You're prob better off getting an N/A and then turboing it later? at least this way you're able to select a turbo etc to suit your needs instead of oem.

what are the exact steps of this process if its gonna cost me an arm and a leg then i jst might have to scrap it so what is the process to make it NA?

yes scrap it.
it'd made for a turbo, so low compression.
might have to up your compression.
get s15 n/a headers, or custom ones, block off/re-route oil lines.
get a s15 intake setup, or make a custom one.
ecu, re-tune.
still no garuantee it will run good.
btw, taking off the turbo, will make it a absolute pig, like less power than a vtir.
no point.
