I've been quoted $1110 to fully fit and tune a turbo kit. Does that seem reasonable?

Generally. To fit and tune a turbo setup, that price is very cheap.
Is the turbo setup an off the shelf kit? And what Ecu?

Also find out how much dyno time they will use. Will baselines measurements be taken etc.

Ah, this is an Avo kit isnt it.
Is this what Avo quoted you for the Stage 2 kit install and tune?

Yeah It's the AVO kit, but stage 1.

The reason it is cheap-er is because the Stage 1 is a pre-programed chip. ie no dyno tunning needed.
That price is for install only really in the end which sounds about right.
