One of my HID would not switch on. Is it possible to replace just the bulb on one side or would I need to buy a new set altogether?

try flicking it on/off/on a few times and try to ignite the bulb.
IF not , it could be your
ballast
bulb itself
wiring etc.
Try swapping the bulbs to see if it gives the same problem

If say any of those parts are broken, would it be possible to replace them individually or would I need to buy a new kit?

ballasts usually come in pairs unless you find one second hand
bulb's should be able to be had in singles since both sides are the same
wiring wise you'd have to find which wire has busted and solder in a replacement

Does anyone know a place to get my HIDs repaired/replaced in Melbourne, preferrably somewhere close to the city?

it would be cheaper to buy replacement bulbs or ballast from Ebay.
Just swap them around to find out wat is broken

get them from Ebay... but i would suggest to change both bulbs in the same time as if you only change 1 side, the output when compare to the other one would be different...

buying a bulb is almost half the cost of buying a brand new kit
just buy a brand new kit if all else fails..
i tried to find a extra ballast and failed
