Engine starting problem

My car is a 1997 DC4
when i try starting it all i hear is sum strange beeping noises from the engine and the engine doesnt start. at first i thought it was because of no fuel but now it is still doing it after filling it up. what you guys reckon the problem is?

beeping noise from the engine or from the dash display??? when u try and turn the ignition on does the starter try and click over or is it just dead???are ur lights in the dash display working too?
