after a year of owning my civic I've decided enoughs enough and started removing everything from the interior, cept the sound deadener and the firewall foam. Anyway for VIC roads is it legal to keep my civic in this crude and bare state or will I be required to place back the trims and the carpet?
Yes it's going to track.

As per Vic Roads,

"Before a vehicle can be used on a public highway, VicRoads must be notified of any changes if it affects the description of the vehicle (eg. change of engine, colour etc.) Other changes may include, adding or removing seats, engine size or type, change of body, LPG conversion, and for trucks and buses, amending the gross vehicle mass of the vehicle."

Click here (http://www.vicroads.vic.gov.au/Home/Registration/ChangeOfVehicleDetails/) for the full article. Hope that helps!
