No cat = not worth the risk. Its like a 5 or 10K fine if you're caught (and you will be when they find you don't pass EPA standards!

Personally I couldn't really tell much of a difference, definitely not worth the risk of a 10k EPA fine in my opinion. Some report an extra 3-4kw gain.
Oh and the big difference is when you walk outside the car with the engine on.

What are the chances of getting pulled over by the authourities?

Well if they pull you over for whatever reason, the exhaust fumes would be quite obvious... they often look under the car also to check minimum clearance and the cat (some people make a fake shell to hide it I hear). Anyway not really worth the risk. :)

The exhaust fumes are a LOT stronger without the cat.

One is illegal and prompts a large fine, whilst the other doesn't. Thats the difference :)
