Stacks or filter?

have got an ed 90 civic hatch. Wanna get better air flow into carburator. According to experience whats going to be more benficial to the engine, installation of stacks or upgrading air filter to high flow??

but on a more serious note, not alot.

maybe a cold air intake, routed from down near the front bumper to the filter intake
