i have the type r engine loom and type r ecu..
will it be plug and play or do i need a conversion harness?
if so which one do i get?

I'd say you are set for the conversion, you have the ECU which is for the motor and the engine loom that corresponds with it, should be straight plug and play, nothing that I can think of, you got all the gear needed. And since its an 96 spec, the CV's are 32mm which should be same as your current ones, shouldnt be any hassles

also,considering u are going OBD2,
you will need to add wires for the following,
-Crankshaft Fluctuation Sensor, one normal wire & one shielded wire(make sure shielding is connected to engine ground both sides of shock tower plugs, the engine side will be already, but the new shielded wire u add, ground at ECU end)
-Knock sensor, one shielded wire(connected as above)
-Second O2 sensor,4 wires,2 normal,1 shielded(connected as above) + 1 power supply wire for the O2 heater
-There is also a couple of Evap valves & a fuel tank pressure sensor, that u will either have to add(&wire) or trick the ECU into submission,or u will throw CEL's

do i need to add these wires if i get a conversion harness?

yes,the conversion harness just converts your OBD1 wiring at the ECU end to OBD2 plugs on the ECU.U will not have the extra wires in your factory harness.

save yourself the hassle and get a crome or hondata... save yourself the 125-150 for the conversion harness which is useless if your gonig crome or hondata down the track

Yes,listen to Benson, chip up an OBD1 ECU to run the engine, much better choice.
