cvc hatch 1997

i just about to buy a civic hatch 1997 this morning, i test drive it but when i tried to turn the wheels it started to make noise. as im not expert in car. i just wondering whats seems to be the problem? since the owner said it was the ball joint need to be replace. if its the problem how much will it cost to get it replace? including the part and labours. anyway im in sydney
