EF Hatch Panel

Hey I want to replace the black panel between the taillights with a red one (if I can find a red one). I tried to take off the black one, but there is some kind of clip in the middle that I can't figure out. I tried taking off the inside plastic panel to get access, but couldn't get that all the way off either. Does anybody know how to do it? I've searched, but didn't find anything.
