there is no other way.. and a chipping kit only costs like $30... but why... B16a2s with I/H/E still start dipping after around 7800-8000rpm

You might as well grab a replacement motor while you're at it -KABOOM for sure!

lol...you CANT do it without something that overwrites the stock ECU signal and parameters....redline is set by your ECU :)
But....why would you want to go beyond your redline ? You CAN by wrongly downshifting (say 4th to 2nd) but this will place immense stress on your engine as it connects at much higher than redline RPMS....ie it will blow something.

Im using a chipped P06 ECU but it cuts off at 7250rpm, I want it to rev higher, because it still pulls hard at the cut off point. the stock P30 ECU still allows the B16A2 rev up to 8200rpm, so I think the engine is capable of reving at that speed

grab a different ECU - maybe off a EG6

yep as above, since you have a chipped ECU you just need a new rom for it.
Might as well get it tuned and then get a new rom burnt
